Phelan have now been working with Luminar Leisure for over 15 years, firstly on the Chicago Rock Café brand and lately, on the Liquid and Envy nightclub theme.

This project involved heavy-side enabling works within an existing Army Drill Hall in the centre of the city.  Designed for barracking troops during World War II the structure was already substantial but additional floors and structural steel was needed to open it up for the new club scheme.

Piling rigs were brought into the building, large foundation caps were formed and over 100 tonnes of steel were inserted, including support to the roof.  The original roof covering was asbestos and had to be removed completely to make way for a new acoustically-rated covering.  In order to access the 22m high apex of the building, Phelan erected a full birdcage scaffold with bridging sections below in order to maintain operations overhead and permit the groundworks to continue below.

During the enabling works phase, Phelan overlapped the fit-out of the building to form the twin nightclub zones, Liquid and Envy over 100,000 ft2.
